As a developer, you have access to the Developer Tools. Most users of UGC will be those who have the Editor version and not the developer tools. When someone buys the Editor they get the default installed templates and then they can also decide what they want to buy from Turbo Squid. One of the installed templates is the Empty Stage. Along with buying your or other's templates, a user may choose to start with an Empty Stage template to build something of their own. When they do this, just as with a template they buy from you, they can save their creations out as another ugc file, or package them to UGP files for the runtime Player.

When you start your own template from the Dev tools on the menu bar, you get two things - a unique directory name for your template, and a starting point, which happens to be equivalent to the Empty Stage. You can then assign whatever category you want for it.

Just think of it this way. ANY template that an end user can load is only for the end-user. Developers cannot start with anything that is accessed from the existing template lists. Anything in the list that you did not create will not have your digital signature assigned to it and is off limits.
